If you are staying overnight, you will have access to your hotel's or ryokan's onsen facilities. However, if you are doing a day trip, some hotels let non-staying guests access the hot spring baths as well. It can vary between 500-2,000 yen.

-From Kyoto Station: It takes only about 20 minutes. You take the JR Kosei Line to JR Ogoto-Onsen Station.

Since the area is beside a lake and part of Mount Hiei, it is a gorgeous location to do outdoor sports. At the Biwako Valley, you can slide down the slopes while having a gorgeous view of Lake Biwa.
You can also do watersports, such as fresh water rafting, yacht windsurfing, canoeing, etc. They are really nice activities for friends or families!
If you're looking for a more traditional Japanese experience, you can visit one of the many temples in the area. Such as the Hiezan Enryajuji temple, which is the place for praying for world peace, or the Mangetsuji temple, which was originally built during the Heian period, but was rebuilt to resemble the original building.

Yumotokan Ryokan

Yumotokan is a gorgeous hotel with a breathtaking view of Biwa lake! The hotel as seven hot springs! The most impressive one is the indoor one which has a view of the lake. The open-air baths are so relaxing; as the cold air is tingling your skin, your body is heated up by the hot healing spring water.
They offer Western style or Japanese style rooms.

Biwako Ryokusutei

Biwako Ryokusuitei is a traditional Japanese inn which is also beside Lake Biwa. The hotel offers both indoor and outdoor baths, and some rooms come with an open-air bath on the private balcony. I don't think it gets any more romantic than that!
They also offer Japanese and Western rooms.
